Wendy earned her
bachelors degree in
Business
Administration/Human
Resource Management from
Barry University.
She also has an
Associates Degree in
Business Administration
and Management from PBCC.
She holds seven
professional procurement
certifications; C.P.M.
(Lifetime),
CPPO, FCCM, FCPM, FCPA, CPPB and A.P.P.
(Lifetime). She has
instructed numerous
procurement, contract
administration, and
certification seminars
for FAPPO and as a
Master Instructor for
NIGP. Wendy is
also an active member of
NIGP, ISM, NPI, NAEP,
and is currently a
member of the UPPCC
Board of Examiners,
the Immediate
Past-President of the
award-winning
Mid-Florida Chapter of
NIGP (and Charter
President), and is the
current Vice-President
of NAEP-Florida Region. Wendy
was the 1993-94
President of FAPPO and
received FAPPO's
Distinguished Service
Award in 2001.
Wendy continues to serve
as a member of FAPPO's
Board of Directors.
PCC has earned NPI's AEP
Award for seven
consecutive years:
2002 - 2008.
PCC earned FAPPO's Award
for Excellence in Public
Procurement in 2003,
2007, and 2008.
PCC received the
Excellence in
Achievement Award from
the UPPCC for being a
Fully Certified Agency
in 2005, 2007 and 2008.
Wendy began her career
in purchasing in 1975
working in the
Purchasing Department of
the Alaska Pipeline (Alyeska
Pipeline Service
Company). She currently
holds the position of
Director of Purchasing for
Polk Community College. |

Immediate

Melchior, C.P.M., CPPB
Vonda Melchior is the
Director of Purchasing at
Hillsborough Community
College (“HCC”) in Tampa,
FL. HCC serves nearly
46 thousand students and
ranks 5th in size
among the state’s
28 community
colleges. The
college has 4 primary
campuses located in Tampa,
Brandon, Plant City and Ybor
City, and 2 centers located
at MacDill Air Force Base
and in South Hillsborough
County. She was with
HCC from 1992-1994 and
rejoined the college in
1997.
Ms. Melchior has worked in
purchasing and
contracting for
services for 19
years, with an emphasis on
contracting for services.
Prior to HCC, she worked in
city, county and federal
government procurement and
also worked for the Atlanta
Committee for the Olympic
Games (ACOG) where she was
in charge of the liquidation
of the committee’s assets
after the Games.
Her accomplishments include
attainment of Certified
Purchasing Manager (C.P.M.)
and Certified Professional
Public Buyer (CPPB)
designations, serving as
President, VP & Treasurer of
the Tampa Bay Area Chapter
of National Institute of
Governmental Purchasing
(NIGP) and serving as chair
and vice chair of the
Council of
Purchasing
Professionals (COPP).
In her role at HCC, she has
contributed during the past
two years to the development
of eRFP software. eRFP is a
web-based system for
evaluating proposals which
allows evaluators to enter
scores and comments into a
sophisticated database that
consolidates the information
for committee discussion.

Member: Tonia Lawson, CPPB
Tonia
Lawson is a Florida native
and is currently the
Coordinator of Purchasing at
Gulf Coast Community College
(“GCCC”) in Panama City,
FL. GCCC has one primary
campus located in Panama
City, and three centers
located in Gulf and Franklin
Counties and Tyndall Air
Force Base. She has 22
years experience in higher
education purchasing.
Prior to GCCC, she worked at
Okaloosa-Walton College for
20 years as their
Coordinator of Purchasing.
Her accomplishments include
attainment of Associate of
Arts degree from
Okaloosa-Walton Community
College, a Bachelor of
Science and Master of
Science in Management from
Troy State University,
Certified Professional
Public Buyer (CPPB), serving
as chair and vice chair of
the Council of Purchasing
Professional (COPP), and
serving as GCCC Chapter
President of Florida
Association of Community
Colleges. Tonia is the
current President of
NAEP-Florida Region.
Her next goal is
the Certified Public
Purchasing Officer (CPPO)
certification.

Member: Lisa Tudor, CPPB
Lisa is the District Director of
Purchasing & Risk Management at
Edison State College in Fort
Myers, Florida, Lee Campus.
Edison State College services a
five-county district: Lee,
Collier, Charlotte, Hendry and
Glades.
A
native of Pittsburgh,
Pennsylvania, Lisa earned her
bachelor’s degree in Business
Management at the University of
Miami. She worked at the
University of Miami Medical and
Coral Gable campuses in the
Office of Sponsored Programs
handling research funds after
she graduated. Hurricane Andrew
forced Lisa, her husband and
infant daughter to relocate to
Fort Myers in 1992, where she
devoted her time to being a
full-time mother for the next
two years. Her second daughter
came along a few years later.
Lisa spends many enjoyable hours
away from the office involved in
school and extracurricular
activities with her family.
Lisa began working at Edison
State College in 1994 as a
Purchasing Assistant. She
attained her CPPB designation,
and assumed her current title of
District Director in 2005. She
is a member of FAPPO, NAEP and
NIGP, and she has served as
Secretary and Treasurer of the
Gulf Coast Area Local Chapter of
NIGP. |
