Constitution of the Polk State College International Circle
ARTICLE I: NAME
This organization shall be known as the Polk State College International Circle (PSCIC).
ARTICLE II: PURPOSE
Polk State College International Circle members represent diverse cultural and ethnic groups brought together to explore various cultures of the world and to introduce them to the college and local communities. We believe that the true spirit of America and its people, as well as its uniqueness, is found in its cultural and ethnic diversity; therefore, we consider introducing and learning about different cultures to be our main priority.
ARTICLE III: MEMBERSHIP
Membership is open to all students, faculty, and staff of Polk State College, as well as to other community members, regardless of age, race, religion, gender, or political affiliation.
ARTICLE IV: LEADERSHIP
Section 1: Executive Council
The advisors and officers of PSCIC shall collectively be known as the "Executive Council."
Section 2: Advisors
The advisors must be faculty or staff members of Polk State College.
The advisor shall:
1. attend all meetings or provide a faculty member as a substitute, and ensure that PSCIC's purposes and activities are within College policy.
2. conduct all monetary transactions on behalf of the club.
3. collect and count votes in all PSCIC elections.
Section 3: Officers
A: Requirements
All officers must be active members of PSCIC.
Any candidate for the office of President or Vice President must be a Polk State College student in good standing with a GPA of 3.0 or greater when elected, and must have been a member of PSCIC for at least one term prior to being elected.
B. Duties
Duties for each office include but are not limited to:
1. President
· Acts as leader of PSCIC. Conducts and chairs all club meetings.
· Represents PSCIC within the community.
· Acts as representative of PSCIC and primary liaison between the club and other organizations.
· Reports to PSCIC Executive Council regarding club-related matters.
· Recruits new members.
2. Vice President
· Reports directly to the president.
· Assists the president in his/her duties.
· Assists Executive Council as needed.
· Assumes all duties of the president if he/she is absent or otherwise unable to fulfill his responsibilities.
· Recruits new members.
3. Secretaries
· Takes and reads minutes.
· Provides minutes for each meeting to be posted.
· Reports to the vice-president.
· Assists Executive Council as needed.
· Recruits new members.
4. Publicity Officers
· Design and distribute flyers, brochures, and posters that would inform the college and local communities about PSCIC activities.
· Interact with representatives of college and local communities with a goal of promoting PSCIC. This includes working with college and local newspapers and other media in order to promote the club and its activities.
· Report to vice president.
· Assist Executive Council as needed.
· Recruit new members.
5. Treasurer
· Reports directly to the president.
· Keeps track of PSCIC finances and reports updates at meetings.
· Assists Executive Council as needed.
· Recruits new members.
6. Webmaster
· Reports to the vice president and to the publicity officers.
· Maintains the PSCIC web site.
· Emails members concerning PSCIC activities.
· Assists Executive Council as needed.
· Recruits new members.
7. Historians
· Assist the Webmaster with write ups for the website.
· Assist in keeping album and/or digital photos for website.
· Assist in recording the history of PSCIC.
· Assist the Executive Council as needed.
· Recruit new members.
C. General Elections
General elections shall be organized during the first regular meeting of the academic year.
· Candidates shall be nominated publicly prior to the election, with the member in question stating his/her intent to run.
· A simple majority of the vote is required to win. Newly elected officers shall assume responsibility at the first regular meeting after the election is complete.
D: Vacancies in Office
· In the case of a vacancy in office, a new officer shall be elected to complete the term. That officer shall be elected during the meeting following that in which the announcement of the vacancy takes place.
· If the office of president becomes vacant, the vice president shall ascend to the office of president, and a new vice president shall be elected.
· All procedures shall be the same as in a general election.
E: Removal of an Officer
· If an officer fails to fulfill the requirements of his/her office, he/she shall be subject to removal from that office by a vote of the members, or by the decision of the Executive Council should they deem it necessary.
· A two-thirds majority of all votes cast shall be required for the members to remove an officer from his/her office.
ARTICLE V: MEETINGS
Section 1: Regular Meetings
The time and place of the regular meetings of PSCIC shall be decided upon during the first meeting of each term.
Section 2: Special Meetings
A special meeting of PSCIC may be called by an advisor or by a majority of the Executive Council.
ARTICLE VI: COMMITTEES
Committees may be created or dissolved by the Executive Council as they are needed. Such committees shall discharge such responsibilities as may be assigned by the Council.
ARTICLE VII: FINANCES
Section 1: Accounting Year
The accounting year for PSCIC shall be from July 1 to June 30. The funds of this organization shall be accrued by fees, dues, and by any other such means as the organization shall determine, within PSC policy.
Section 2: Dues
Dues shall be determined per accounting year and will be collected by the treasurer once per accounting year from each member of PSCIC.
Section 3: Monetary Transactions
Advisors shall be responsible for any and all monetary transactions.
Section 4: Contracts
Advisors shall be responsible for any and all contracts, with approval of the Executive Council.
Section 5: Dissolution of Organization and Allocation of Remaining Funds
The Executive Council will execute the dissolution of PSCIC and the allocation of remaining funds within PSC policy.
ARTICLE VIII: MISCELLANEOUS
Section 1: Election Procedures
Unless otherwise stated, the advisors may not vote. All votes shall be by secret ballot, with the advisors collecting and tallying the votes.
ARTICLE IX: REVISION AND AMENDMENT OF THIS CONSTITUTION
This constitution may be revised or amended at any time provided notice has been given to members beforehand as to the intent to do so. Any member requesting the text of any proposed amendment or revised constitution must be provided with such. This may be provided by any convenient means.
A two-thirds majority of the entire membership shall be required to amend or revise the constitution.
ARTICLE X: RATIFICATION
We, the members of the Polk State College International Circle, hereby accept this constitution as the official constitution of this club, and in acknowledgement of such, affix our signatures below this 16th day of December, 2001.
